RESOLVED:
ran >php -m to see what extension and modules were actually loaded (just in case ming didnt have a display for phpinfo() for some wierd reason) and noted that lib_ming.so could load because of an error with 'php_file_le_fopen'. when i last read ming support on the ming sourceforge site, was a bug when php went from 4.2 -> 4.3 (and assuming that it would still be there in 5.x) i applied the patch to ming.c, recompiled and installed it.
phpinfo() now sees the ming extension as does >php -m and all is well with the world.
