I'm going to take a stab in the dark... I'm guessing the UEFI is not allowing you to boot to either OS because it does not like either bootloader (both the WIndows and Linux boot loaders).
Boot to a Live ISO, and then update the Secure Boot DBX database (Forbidden Signature Database). Use fwupdmgr to update it.
If you still cannot boot after the updates, then disable Secure Boot.
If I try to boot Fedora, it goes through the boot process, but hangs at the end...... no login screen, no console login prompt.
If I try to boot windows-7, It goes part way through the boot, then gives me a ligh blue/cyan screen for a fraction of a second (too short to see what it says), then the bios step of the boot process re-appears.
Both windows-7 and Fedora booted fine until I tried to upgrade from f-40 to f-41 Thursday morning. That broke things. Attempting "dnf upgrade" yesterday broke things further to where I cannot log in, even console login.
I see no way of issuing commands from the live USB.
I don't think I have secure boot, but I'm not certain.
