Aimed my firefox at http://bugzilla.kernel.org/ and got this error:
Software error:
Can't connect to the database. Error: Too many connections Is your database installed and up and running? Do you have the correct username and password selected in localconfig?
For help, please send mail to the webmaster (root@localhost mailto:root@localhost), giving this error message and the time and date of the error.
Is this a bugzilla server problem?

It appears to be a bugzilla.kernel.org problem. I would guess that they mave hit the MySQL max_connections limit in their config.
