This could be https://bugzilla.redhat.com/show_bug.cgi?id=1286317 where security updates to grub2 broke the way xen under UEFI was working. There are suggestions in that bug report on things to try to get it working again.

not quite sure how this is applicable, my system boots fine with EFI using cat /boot/efi/EFI/XEN/xen.cfg [global] default=xen
