i have a cable modem, and periodically lose my internet connection. Presumabely, my provider is changing my IP and FC1 isn't automatically detecting the new IP. ?

Possibly, however the cable companies I am familiar with don't seem to change the IP address very often. I believe I have had the same IP for close to a year now. Are you getting a different IP every time this happens?
I had a connectivity problem and it turned out to be the signal strength being provided by the cable company. Had to have them out to put a meter on it and shortly after that they seem to have fixed it. What I was seeing at that time was connectivity would drop and the cable modem was indicating that there was no signal from the cable company.
When your connection drops are you able to immediately re-establish the connection by restarting your networking? Are the lights on the cable modem indicating the cable connection is good? Or is it flashing indicating it does not have a connection?
Are you connected directly from the cable modem to the FC1 computer? (I always recommend a hardware firewall if possible they are inexpensive and do a good job)

To check if this is happening, check the output of "ifconfig" when you notice the connection has dropped.
If the inet addr is not listed or if it is listed but you cannot get commection then you will need to do "service network restart" then look at the output of "ifconfig" again. If the connection does not come back with this, then try power cycling the modem and after it has re-synced with the provider, repeat the service network restart and check if the connection has been re-established.
Only if the ip address is changing can you say your provider is forcing the address change. An ip address loss or connection loss without loss of ip address is indicative of signal loss (modem problems usually)
While it is possible for the provider to force an address change, and in my experience the xDSL providers do a forced IP address change frequently, I have yet to see the cable providers that use DHCP, do a forced IP change. My cable IP address has been constant for over 2 years.
What I have encountered though, and sometimes frequently, is a modem losing sync with the provider. A simple power off - on of the modem is usually all it takes to get my connection back when that happens.

If it is a signal/connection problem you should see errors. Here is a portion of my gateway NIC. As you can see no errors. Even one error can be an indicator if issues (since retransmits are not considered errors).

In may area there is a cable company whose service fails regularly. See also if your IP address is changed. If not then most probably it is outside of your box.
