I want setup a VPN via L2TP (no IPsec tunnel).
I have install l2tp component:
NetworkManager-l2tp-gnome-1.2.4-1.fc25.x86_64 NetworkManager-l2tp-1.2.4-1.fc25.x86_64 xl2tpd-1.3.8-2.fc25.x86_64 ppp-2.4.7-9.fc24.x86_64
I have setup a new NetworkManager l2tp vpn connection and fill all know options (server, user, password, ecc.).
When click on ON/off the VPN start but immediately stop.
This is log error:

I have the same packages installed on VM running only GNOME.

I have just configured a VPN connection which required entering a Gateway, Username, Password, and a Shared Key in the IPsec Settings. It connected without problems. My VPN provider is Ironsocket.
So, not sure what to suggest at the moment.

One bugzilla suggested that if the l2tp packages were installed gnome-shell may not work without a logout/login or reboot. My testing didn't show that to be the case but may still be worth the try.
Another thing, which should not happen, is the file /usr/libexec/nm-l2tp-auth-dialog had its mod changed. It should be executable. So, you should verify this as well.

Thank Ed Greshko, for now that's okay, the your useful suggest has been logout or reboot after add a new l2tp connection.
Now is another kind of problem, my knowledge problem ;-)

Oppss ... clarify. Now, after rebot, work only the password request,(/usr/libexec/nm-l2tp-auth-dialog).
The connection to gateway it does not work yet, for other reason ...
