How does one change the time zone of the machine? And, if during installation I didn't select "System clock uses UTC" but now I do want this enabled, how do I change that?

The settings are stored in /etc/sysconfig/clock.

Also /usr/sbin/timeconfig can be used to change the settings.

Use the TZ environment variable.
For details, see the man page for "environ":
$ man 5 environ
Also, see the tzselect program for information about how to set this variable to useful values. ;-)
