Would someone please point me to the information/instructions that will let me turn off the 'popup' tool tips that display from the menus, when mouse over is on a menu item, or when mouse over is on a menu name in the panel.

Replying to myself. I received this information from another list.
Type this (all on one line) into a terminal:
gconftool-2 --set /apps/panel/global/tooltips_enabled --type=boolean false
You can turn it back on with:
gconftool-2 --set /apps/panel/global/tooltips_enabled --type=boolean true

If you prefer the GUI: system-tools->Configuration Editor will get you there as well. Follow the same path as the command line.
It doesn't turn off the pop-up when mousing over the objects in the bottom panel. I did not find a control for this.

I missed that one but found the one under /schemas/apps/panel/global but it states that this is controlled by the theme and I have yet to figure out how to change it from enabled to disabled. I found the file that appears to enable it but I am not sure exactly what to change.
And if you make a new panel it will have tool-tips no matter where it is placed.

Do you see or have you found that gconf is dying erratically for any reason, if it is at all? On my PPC system I see GConf randomly dying for no apparent reason.

I have an i386 (32bit) install and I do not have this problem. Btw the two repiles to this disable the upper panel 'tool-tips' but do not disable any other existing panels or 'new' ones.
