DNF and RPM Fusion

I have the rpm fusion free and updates repos enabled in /etc/yum.repos.d
but an attempt to install something like vlc fails as the cache can't sync
what's up with this?  Also happens with chrome and adobe repos.

dnf install vlc
Failed to synchronize cache for repo 'rpmfusion-free', disabling.
Failed to synchronize cache for repo 'google-chrome', disabling.
Failed to synchronize cache for repo 'rpmfusion-free-updates', disabling.
Last metadata expiration check: 0:04:44 ago on Tue Oct 11 10:12:23 2016.
No package vlc available.
Error: Unable to find a match.

dnf clean metadata   will often remedy the situation.  It has for me in the past.

Try again. I just did:

$ sudo dnf update --refresh

Neither of these solutions worked. I still get the same cache sync error
messages
