I think if this is a recent version of windows that you will need to use UEFI to boot, though I'm not very familiar with it.
I have resolved the issue. The machine came with Windows 7 which uses BIOS (aka Legacy Mode) and not UEFI so I don't even have a UEFI boot partition. But to boot Fedora Live from USB, I had to switch from Legacy Mode to UEFI in system setup (F12 at the Dell logo when booting). Changing this *back* to Legacy Mode after the installation now loads the grub screen and I can get into the hard disk installation.
