I've not done a full install since Fedora 9. At what point is a full install suggested? Should I look forward to Fedora 14 as that point?

If you are doing upgrades all along, there isn't necessarily a particular point where you'd want to do a full install. Recently the default /boot partition size from the past has been a bit small if you are using preupgrade and not yum directly.
Well that shouldn't be a problem, because my /boot partition is 1 Gig.
