F21 doesn't appear to be in the archive, only in the current download site, although I thought F21 was EOL. When I try to access it, I get this response.

Yeah, we usually don't move it over to archive until a few weeks after EOL.

It works on a f21 vm I have here I haven't nuked yet.
Try using the metalink instead of the baseurl and make sure time is set right on your machine.
