Why what? When the Fedora 29 final release was made, the XFCE image didn't work. So an unofficial build was made for XFCE after fixes were available and that's what is there. That's just a note saying the content might not exactly match what is in the other official release media.
The way I read it was that nobody bothered to make one, "just use the last beta"

Oh, I see. "Test compose" just means it's not an official compose. "contains fixes over the final content" indicates that it was generated after the official release.
