I have one x session running, but I wish to open a second one I try to open a session text mode and then startx -- :2 but I get

The graphics hardware/software is not setup to work with 2 x-servers running on the same graphics device, each X server expect to have total control, and is not coded to share with a 2nd instance.

It is possible that some graphics hardware had virtual defined instances in the hardware and/or multiple virtual screens.
It would depend on what the video hardware, what the video driver supports and if the if the software used said features.
I have never seen 2 X sessions with the same graphics hardware work successfully. 2 X sessions with separate video cards works(needs a lot of manual config file work), one session with real hardware and one with fully virtual hardware (vnc) works, not 2 using the same hardware.

Now, I haven't had the need to do it in a few years, but 20 years ago, I did it ALL the time. But then again, it was mostly on SCO OpenDesktop. There, I just had to say 'startx' on another VT and it would start. On Linux, I always needed to remember the extra needed command line options.

And if you try it with a non-command-line way? (Just wondering if there's some options that you might have to set, now, that get taken care of for you if you try doing it with another method.)
For example... On MATE, after I lock the screen with the screen-saver, there's a box that pops up with "leave message, "switch user," "cancel," & "unlock," as my options to resume using my PC.
If I click on "switch user" another X session starts up and I can log in as another user. And I can hop between either of them with CTRL+ALT+ F1 or F2.
It would have been nice to have not had to lock the screen first, but I can unlock it afterwards and both sessions are unlocked as I switch between them, until a screensaver timer kicks in (if I've set one).

I use TurboVNC and have no problems with running multiple sessions. Local and VNC.
cat /etc/sysconfig/tvncservers | grep -v "#" VNCSERVERS="79:msetzerii" VNCSERVERARGS[79]="-wm xfce -geometry 1920x1080"
Know that tigervnc had issues if one tried to run a local session with Wayland and a vnc session at same time. I've always prefered the xvfce one, and generally use it for local and vnc.
With the TurboVNC and you can use ssh port and actually start new session, but I generally have vnc started at boot by above, and just connect to already running session.
