I'm on Intel i5-6300U(dell latitude e7470) and my Chrome(google-chrome-stable-66.0.3359.181-1.x86_64) stopped working recently, does not start. But if Iboot with kernel from f29, 4.17.x then Chrome works. Do you experience anything similar?

Have you tried starting it from the command line to see if it spits out an error?
