I don't think he should be quite so strict about people asking questions about unreleased versions. But certainly a problem with upgrading to a beta release is better directed to the test list.

But, I did notice that many of the message indicated the package "does not belong to a distupgrade repository". Yet, I just did an upgrade on a F30 system to F31 without error.
But, yes, these should be reported to the testing list. I'm not even sure if there has been a "test upgrade day".
The OP should, for completeness, disable 3rd party repos and make sure they add --skip-broken and --allowerasing to the upgrade command. If errors persist, report to the test list.

Really, it was a F31 question (since it's about installing F31 packages, and specifically F31 beta packages). If it's at all related to "test" versions, you need to ask on the test list, because that's where the test users are.
If you ask the wrong people how to solve a problem, you're not going to get very far. And it's not going to help solve problems with the test packages (other people need to know there's an issue, not us). So you get redirected to where you need to ask your question (likewise to other lists, where you get better answers about SELinux, Evolution, KDE, etc).
It's not about pedantry, it's about practicality. If you're here (on this list) over any length of time, you might notice that there's only about two or three people who have answers to test-related questions.
