What tries to automatically upgrade? If you use rpm ("rpm -e") to
remove the latest
version, use rpm ("rpm -ihv") to install the one you want, and add tcl.* to the
"exclude" line in /etc/yum.conf, then nothing should try to upgrade
tcl.
