Attempting the simple fix: dnf remove mutter would want to remove a lot, including gnome.

This means that the package has been removed from the new fedora version. Once you are updated, you can try reinstalling mutter3.38-libs to pick up the mutter3.38-libs package for f36. Though it might also be replaced or missing in f36. And if you aren't actually using it, you can remove libwacom.

That's because "mutter" isn't the problem package. It's "mutter3.38", which is a compatibility package.
