Any way to turn this useless tool off permanently? It's not listed in the Gnome session manager, and doing the "Remove Tool From Panel" option in the applet config just removes it once. Where's it getting loaded?

As soon as you remove the tool, save the gnome session. You can use Application=>preferences=>sessions or gnome-session-save command to do it. You can also remove it entirely with
#rpm -e rhn-applet
