Dnf info openh264 gives that the version FC33 is installed (!!!) , I heard from other users that they have the same problem sfter upgrading FC38 to FC39 , so I installed the openh264 version FC39 and all runs fine !!
Mayby this can help other Fedora fans to solve the problem.

Interesting... I've never encountered the issue.
Do you have this:
$ grep -iIR openh264 /etc/yum.repos.d/ /etc/yum.repos.d/fedora-cisco-openh264.repo:[fedora-cisco-openh264] ...

FWIW, I am on Fedora 38 and have: openh264.x86_64 2.3.1-2.fc38 @fedora-cisco-openh264
System has been upgraded since Fedora 32 (if not earlier).
Maybe you had/have the repo disabled for some reason?
