Dear All,
I have got a new computer (processor AMD with 8 cores), which has 1TB SSD disk and a 2TB HDD disk. My old computer has only a 2TB HDD disk running Fedora 31 (x86_64).
What is the best way to replicate the installation of my old computer onto my new one?
Thanks in advance,
Paul

My personal preference is to just reinstall and then copy my home directory over. However, if you really want to duplicate it, then check the recent archives, there were a couple of long discussions about this topic.

+1 Reinstall and copy is what I do too. Basically I make up to date backup copies of anything I use that might not be in my home directory (websites from var/www/html and databases) and save those to my home directory. Then I can reinstall them easily after I've reinstalled the operating system and my home directory.
