Why gnuplot has not been upgraded in fedora 30 We still get 5.0.6 while 5.2 is available for a while ?

It appears the maintainer is absent. https://bugzilla.redhat.com/show_bug.cgi?id=1457252 There is a 5.2.5 version available at: https://copr-be.cloud.fedoraproject.org/results/pcahyna/gnuplot-updates/fedo... There's also a spec file there if you were the one asking.
