See the *example* yum.conf on http://www.fedorafaq.org/#installsoftware and the mirror list at http://fedora.redhat.com/download/mirrors.html.

You are probably best downloading fedora-release and the latest yum from an FC3 location (try download.fedora.redhat.com, as your not grabbing much).
This will set yum up for you, and has loads of mirrors.
For me this worked a treate.

If you are familiar with synaptic (you mentioned it) you might want to use apt (which synaptic is a front end to)
Btw, FC3 is out now, maybe worth considering missing out 2?
