sorry about this OT post but...I searched the thunderbird support forums but couldn't find any info about this.
i typically use fetchamil + procmail + evolution. i really want to get evolution out of the picture because 1) it's WAY to slow to upgrade 2) is buggy as all get out 3) is slow as all get out and 4) crashes randomly. BUT, i use a procmail for local delivery on my machine. i want to continue to use procmail for local delivery but thunderbird only allows POP and IMAP. is this even possible?

You can run a local IMAP server, and access your procmail filtered mail that way (with either mail client). But I'm not sure if that'll be a speed improvement over Evolution directly accessing local files.
I'm not overly thrilled with either mail client, though I like Thunderbird far less than Evolution. I wish there was something sort of like "The Bat!" (it's for Windows, unfortunately, and I'm NOT going to run an emulator).
