Affects Skylake and Kabylake so far, I'm not sure how extensive it is within each series, but as F31 has rebased to 5.4 I thought I'd give a heads up. It's actually somewhat rare, I have an npm+electron chat app that seems to hit this way more often than say Firefox (and I'm not chatting near as much as I'm webbing).
[drm:gen8_reset_engines [i915]] *ERROR* rcs0 reset request timed out https://bugzilla.redhat.com/show_bug.cgi?id=1780800
If you hit it, revert to 5.3.18 and if you want cc to the bug report with CPU model. Another idea is to use a current 5.5.0rc, it's fixed there but the backport is giving upstream devs some grief so I'm not sure when it's going to get fixed in 5.4. I think part of the delay is also the two holidays falling on Wednesdays :D

regarding your bugreport:
I too got:
00:02.0 VGA compatible controller: Intel Corporation HD Graphics 530 (rev 06)
and nearly the same cpu
model name : Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz
I've never seen this bug, but I need to confess that: - I'm running vanilla kernels (the whole 5.4.x series so far) - with boot parameter is: i915.enable_guc=2 AND - I'm running Xorg
maybe I'm unaffected cause I'm loading GPU firmware ?
Care to post your boot parameter and if you are running Xorg or wayland ?

Arch Linux often has good documentation. Intel Graphics https://wiki.archlinux.org/index.php/Intel_graphics has a section:
X freeze/crash with intel driver
Some issues with X crashing, GPU hanging, or problems with X freezing, can be fixed by disabling the GPU usage with the NoAccel option - add the following lines to your configuration file https://wiki.archlinux.org/index.php/Intel_graphics#Xorg_configuration:
Option "NoAccel" "True"
Alternatively, try to disable the 3D acceleration only with the DRI option:
Option "DRI" "False"
