Instead of asking whether anyone else is using webmin (chances are, they are) why not state the problem you're having. That way, anyone who knows the answer can simply provide it.

I want to know : Must we need to create new user password by using webmin first, then user can change their own password by using usermin ?
Due to the error message when user change their own password:
Failed to change password : Old password is incorrect
