Yes you can. first you need to manually install the fedora-release-notes and fedora-release rpms. from F7 mirrors and do yum upgrade!

basically all you do is do a 'yum clean all' and run 'rpm -Uhv ftp://download.fedora.redhat.com/pub/fedora/linux/releases/7/Fedora/i386/os/Fedora/fedora-release-7.noarch.rpm'. Then, when you do a yum upgrade you'll have fedora 7.

It's not recommended; but, yes you can. Install fedora-release-6.4-noarch.rpm, first. Then edit, review, and change all your FC6 yum .repo files to point to the F7 repos. The repositories have changed to pay attention. Extras has been merged into the Everything repository.

Yes but it could be a bumpy road depending on what programs you have installed and if you use labels vs. device entries.
To kick off the process you need to download the fedora-release and fedora-release-notes packages which will change the entries in your repos and set them up for Fedora 7. You may have to disable fedora-extras manually since F7 no longer separates the repos.
So it is possible using yum but not a simple yum -y update away.

It is my understanding that some changes were made recently that allowed for package obsoletion more readily during an update, which renders the difference pretty much moot these days. I could be wrong about this though. I've had certain packages removed during an update and be replaced by new ones with different names.

I often check the option to keep rpms in /var/cache/yum after update, in the hope that I will find the perfect way to use them for upgrades of other machines. It would be nice if there were an option to keep only the most recent version and delete both the old software and the old rpm.
I admit I haven't quite figured how to get the metadata to come from the repositories and the rpms to come from the saved files, though. I don't really want to set up a repository, although DAG has some software to do it. I haven't tried it, but maybe a unin filesystem or such...

I have done it several times, and there are a few problems to be aware of.
You install the fedora-release and fedora-release-notes from F7, then try yum update and watch what happens.
Be warned, you will see errors at the end due to file conflicts. So remove those rpms that cause conflicts, and try to use yum to update those particular ones.
perl and python upgrades did not go smoothly.
Download perl, perl-libs, and whatever other perl rpms you have now (see them with "rpm -qa | grep perl") . perl has conflicts with many things, but you really need it, so you have to do one of those "rpm -e perl --nodeps" and then right away install the new perl.
Before you start, check your /etc/fstab file and make sure you are using LABELS for alll mounted drives. If not, create them and reconfigure. (e2label does that). Make sure the system starts in F6 after doing that.
Huge problem I ran into was that F7 uses scsi to access ide drives, so things that used to be seen as hda are now sda. And the labeling of other devices had big changes. I have a CD that was /dev/hdc, but now the 3rd ide drive is /dev/sdc, and the cdrom is /dev/scd0. It caused problems in the software RAID configuration and also in grub.
Good luck, unless you are pretty experienced, you are better advised to run the disk upgrade
