Which init script in /etc/rc.d/ or /etc/rc.d/init.d/ is the one responsible for loading of sound settings?
Martin reassigned the bug to initscripts package which is maintained by Bill Nottingham. He would be the best person to know. Let's wait for Bill's response on this.
And we have a response. It's been reassigned by him to udev... and by udev maintainer Harald back to asla-utils. Great! We're back to square 1!

Bummer!!! We'll still keep our workaround or create a script on our own that does this. The nasd daemon starts the Network Audio Server, I have strong convictions that this is the one that should have the fix, but like you say no one confirms or denies this.
