On fc20 with mate desktop.
Clicking System -> Shutdown
does not show the option to hibernate.
Am I missing a package? Is this a mate problem??

I don't know why this is the case. However, a little bit of research turns up people having the same problem...as do I on one system. Running KDE and the "Leave" submenu doesn't show "Suspend" or "Hibernate". It does on VM's.
First you can check if your system supports various modes by using the "pm-is-supported" with the various options and checking the exit status. See the man page.
You can also use pm-hibernate, pm-suspend to test the functions.
The info I read suggests there is a bug in the pm-utils package that doesn't affect everyone. It may be worth your while to file a bugzilla. I don't make use of this feature, so I would probably be a poor candidate to do the reporting and follow-up.

Not sure if this is relevant, but I recall having this issue and was told that hibernate was disabled by default on F20. Some stuff has to be done with grub: see the following thread.

Do you have a large enough swap partition?
Check /proc/swaps, which lists your swap partition size in kilobytes, against /proc/meminfo, which lists your total memory (MemTotal) also in kilobytes. Make sure that the swap partition is bigger than the total memory of your system.
If it is not, or you do not have a swap partition, hibernation will not be available. (And unfortunately `pm-is-supported` still says hibernation is possible when this is the case, since it only checks if your hardware is capable, not your software. :-)

FWIW I can still hibernate with a fully up-to-date F20 (kernel 3.14.5-200.fc20.x86_64). KDE offers a "Suspend to Disk" option in the Leave menu just as it always has.
