Fedora Core 3 no longer includes the xeyes utility as part of xorg-x11- tools. Is it provided by some other rpm?

Have you tried looking for Geyes? I think it's part of Gnome.

You are correct, it's no longer in xorg-x11-toos, also the Changelog says it:
* Thu Nov 11 2004 Kristian Høgsberg krh@redhat.com - Removed commented out xbiff, xeyes and xditview files from file lists, they are in CVS if we need them.
* Mon Aug 23 2004 Mike A. Harris mharris@redhat.com 6.7.99.902-6 - Remove a bunch of legacy Xaw/Xt applications which really should not be part of X11 sources (xbiff,xditview,xeyes,xmessage)
So it might be the best to report it on bugzilla... :-) If you really miss xeyes.... Or _need_ it...
Or you build your own RPM.

There was a thread on the fedora-extras list where someone was interested in building them for extras.
