gnome-screensaver should be located under the System > Preferences > Screensaver menu selection. I believe you can select to disable the screensaver, stop it from locking the desktop and the like from there.
If you upgraded the system instead of a new install, xscreensaver-demo or the same location that I referenced above for the menu choice should be how to setup your screensavers. I still use xscreensaver-base and am not familiar with gnome-screensaver except for general setup and removal.

Running Linux at run level 3. Fedora automatically selects boot graphically which is 5, you can boot only the command line using 3, then start X with "startx" if you want to, after logging in. I found this stopped the screensaver from locking me out every 5-10 while typing and mousing.

I haven't experienced that problem (screensaver erroneously kicking in), so it looks like you've got some other fault that ought to be resolved.

I have experienced a similar problem in FC4, when reading long documents and only using the mouse wheel to scoll. The screensaver timer (in FC4/GNOME) does not seem to regard mouse wheel activity as input.
