The issue now is about wifi connections and usb (!!)
If I plug an external usb harddrive, the wifi connection becomes awfull: I tested the rate of transfert from one computer to my updated laptop, using this:
dd if=/dev/zero of=test bs=100M count=1; scp test me@laptop:/dev/null;
Without any usb hdd plugged, the rate begins at 4.7MB/s and falls down to 2.4MB/s which is acceptable I think.
With an usb hdd plugged (I tested with several devices), the rate quickly falls down to 100KB/s sometimes to 20KB/s and sometimes remains completely stalled. Moreover, the wifi connection is very often disconnected (even when there is no tranfert of data at all).
Why do I think that it an update issue?: 1- because this behaviour did not happen before the update... 2- I have another laptop (exacttly the same, same brand, same model) which I did not update and this issue does not happen!

which of these packages could be responsible for this issue? I can exclude the kernel, because I tested the problem with the previous one (4.4.6) and NetworkManager* because I downgraded them.

It is not uncommon for a laptop's wifi to be on the USB bus. My Dell laptop does precisely this (it is on one of the EHCI controllers).

If the problem only appears on the 4.4.8 kernel, then my guess is that kernel-modules for kernel 4.4.8-300 is the issue since that's where the USB network and (some) disk drivers come from. I doubt if network manager has anything to do with the problem as it simply manages connections and has nothing to do with USB bus contention (which is what you're probably seeing).

Is it possible to power the HDD via an external source rather than the USB port? Some enclosures allow for that. It could be a power issue.
Or, does the laptop have USB ports in different locations? Some, like my Acer, have USB ports on both sides or on one side and the back.

Ok, it could (and I mean "_could_") be a firmware issue with the underlying USB hardware. I can only suggest two things at this point.
Item 1: See if you can plug the HDD into a port that's on a different USB device on the machine. You can use the "lsusb -t" utility (as root) to show you a tree of what's on the USB ports. Mine looks like:

The first ehci device has both the bluetooth and wifi on it. The second ehci device has the webcam on it. Try to plug the HDD into a port that's not shared with the "wireless" stuff (verify with the lsusb command). If you can find one, see if that helps.
Item 2: This might be a firmware issue on your laptop. Go to Dell's site and see if there's an updated firmware version for your machine. You can find the current version via (again, as root):

Ok, it could (and I mean "_could_") be a firmware issue with the underlying USB hardware. I can only suggest two things at this point.
Item 1: See if you can plug the HDD into a port that's on a different USB device on the machine. You can use the "lsusb -t" utility (as root) to show you a tree of what's on the USB ports. Mine looks like:

Could it be a hardware problem and, if yes, is there a way to test the integrity of the wifi card?

So it now appears that the issue isn't USB bus contention with the HDD, it appears to be purely wifi? Double check that you don't have something else competing for either wifi or USB operations (e.g. a dnf cache refresh) when you see the issue occur.
Debugging wifi is always problematic since it's difficult to isolate if the issue is with the NIC on the laptop or the access point at the other end. You could try taking your machine to somewhere like an internet cafe or somewhere else you have wifi access to see if the problem persists there (make sure you have your firewall up and you don't have any personal info exposed). If it persists, then yeah, your wifi may be going bad. If it doesn't, that points at issues with your access point. First, try the obvious. Change the channel that you use. There may be someone near you on the same channel, causing interference. Although there may be 11 channels for use where you are, there's overlap, and it boils down to using one of the end ones, or one in the middle (yeah, three usable channels out of eleven).
Over the years, I've had to replace modems, switches, and ethernet cards, because they've *all* failed at times. It seems worse with anything with a long cable attached. If there's thunderstorms even remotely nearby, they can induce destructive currents into the cabling. If you cable between buildings, there can be a significant difference in earthing between them, and you can put a lot of current through something that joins them together (you need ethernet equipment that's galvanically isolated, and many cheapies don't bother with using transformers on the ethernet lines). Anything connected to the phone system has /that/ length of cable between them and the exchange to expose them to destructive interference. While some people advocate using surge arrestors, I'll point out that they don't prevent your equipment from being destroyed, they just try to limit the damage so that (hopefully) your house doesn't catch fire, too. And, of course, there's the case of random electrical component failure.

I'll make the point that some externally power supplies are absolutely terrible, they can radiate a massive amount of electromagnetic interference.
I've had a couple that could knock an ADSL modem off-line if I plugged them into a computer, anywhere on the network, even in a different room. The drive just had to be connected, the system it was plugged into could be completely powered off. It just spewed crap everywhere. The modem would die off and stay unworkable.
For what it's worth, for anyone else dealing with this issue, the wall-warts are better than the small brick in the middle of a cable, power supplies. I haven't had the wall-wart power supply interfere with anything, even if they're a switchmode power supply.

I use both: HDD are not powered, but I sometimes use a hub to plug several HDD and the hub can be powered. But with or without external power supply, nothing changes!
