Have you verified the checksum to ensure you got the correct image? After you download the ISO image, run:
sha256sum <name-of-iso-image>.iso
and compare that output to one of these:
Fedora-Workstation-netinst-x86_64-25-1.3.iso = 6a1e69416b0d72efd2962ce01bdad547074a32b70f7d70e2e6436d16398522a7 Fedora-Workstation-Live-x86_64-25-1.3.iso = 818017f42a2741cfaf20e94aecf6a63d1b995abfdaff5917df7218d0d89976a7

You haven't answered the second initial question, probably because you're too used to top posting and not reading full replies. So:
How long have you waited for anything to happen?
Please give an answer as accurate as possible, because the step you mention may take some time to complete without any progress feedback.

That's a lot. I would have gotten nervous after a few minutes already and would have switched through the virtual consoles in hope of noticing activity/error messages.
I have the same problem with Fedora 25 Cinnamon spin. I waited for a great while and nothing happened. Even if it is the forced fsck going on, I had another experience as well - the first time I ran the setup. It went through all the steps, seemed to install everything then rebooted ... to an empty disk. It never wrote anything to the disk even if it said it was. Very weird.
