When looking at the output of pirut in the GUI, I see packages listed as 1:x11-rest-of-name or 30:bind-rest-of-name. What does the digit that precedes the name of the package mean?

It is the Epoch value.

The package's epoch version. Look it up.
Executive summary: it's an ugly hack meant to be a workaround for certain rpm limitations, that will, unfortunately, be with us until our sun explodes. And maybe a bit longer than that.
