Interesting you should mention Dell. I was just on their site. I had heard they had laptops that they ship with RH, however I could not find any. I also poked around on a few of the sites that claim Dells work well with Linux, but could not find any RECENT model numbers listed; either positive or negative.

Dell does not have linux certified laptops (only desktops -- and in the current inventory it's only the Dell Precision series workstation). However ... The Dell Latitude D600 series is known to work well with Linux, although Modem support is spotty (this is true on almost every new laptop I've been able to find).
That said, if anybody knows of a laptop that comes with a Linux capable modem (without major overhaul issues or add-on PCMCIA cards), I'd be happy to hear about it, too. I'm currently in the market for 22 laptops for my company and Linux compatability would be a good thing.

Inspiron 600 works great with fedora core. I've been told not order the wireless card as only 802.11b not the 802.11.b g card

HP just announced linux based laptops. They are using a version of Suse on them. Suppose to work well.
I think "Flawless functionality" will be difficult to achieve with FC2. The wireless connection alone will require jumping through at least a few hoops to get it to work.
The Dell Latitude I am using is not bad, but it is not nearly as fast as you are looking for. However I have not had any significant problems. I would like to get the display at a slightly higher resolution but it is 4+ years old.
And the largest disk drive I have found is a 20GB drive and memory maxes out at 256MB.
For all that so far it has done everything I have needed.

Currently using a thinkpad T40. Works pretty well with FC1. I've tested it with FC2 briefly - works reasonably well in APM mode.
1.6 1.0GB 80G 1400x1050 (ati 9000) cd-rw/dvd-rom atheros a/b Used usb-2.0 external hdd.
Haven't used bluetooth/modem/ir
BTW RHL9 is already EOL - so, if you need RHL9ish setup - FC1 is the way to go.

Sales will say "no problem :-)" and your next question should be "If I find that my OS can't ID your hardware and it's a nightmare can I send it right back?" Because, and get their name, said no problem, so don't start with the restocking charges or other fees.
If you tell them exactly what you want and what you are using this machine for, and they send you the wrong one they should pay to pick it up and refund your money. But, if you are not clear or leave information out it is your fault and you should be stuck with the machine because that's what you ordered.
Yes, I do hate returns. It costs me money because in essence I've sold something twice - out/in for $0.00, and I may have to refund shipping costs. No, I don't sell computers.

Okay, I have to ask...why on earth would either of these companies deceive anyone or try and (wrongfully) convince them their laptops run linux? That's all they sell--laptops that run linux! It's their specialty; all the specs are online. You don't have to ask people, or guess--just go look.
If it runs linux, is certified to run linux, has linux preinstalled, has the devices you need, why would you have to return it?
If there is some odd bit of a card or capability you need, that is not listed in their specs, then ask them up front.
Your post is really confusing the issue.

I'm running a Thinkpad T40p with Fedora2. It meets all of your requirements (Pentium M 1.6 GHz, 1 GB RAM, 60 GB HD with 7200 RPM, 1400x1050 native resolution, CD-RW/DVD-ROM, Wireless (a,b,g), Gbit NIC, sound, USB, PCMCIA, Bluetooth).
When looking for a Thinkpad please examine the exact modell number, because there are quite some models named T40p that are quite different. Mine is of Type 2372-G3G (one of the "G"s stands for german version).

I have a NEC P440 with almost anything working right now... the rest I still need the time for to work on... However, it doesn't meet your requirements. I think that you can get a newer model from NEC with the requirements you need.

I am running FC2 on a 2.8 GHz Dell Inspiron 5100 with 1024 MB memory. It is my understanding that the 5150 works flawlessly as well. I bought an Orinoco mini-PCI wireless card off eBay for it so that Linux would be happy with it. It meets all the requirements you list below.

I have an IBM ThinkPad T30 that's run well with RH8, RH9, FC1, FC2, FC3T1, Suse 9.1, Lindows 4.5, and probably a couple of other Linuxes on it that I've forgotten about. Currently it's running FC2.
It has just about everything on your list (except the GigE and USB2, but the T30 is a little old -- the T4x models probably have those standard or at least as options). The native resolution is 1400x1050, it has 1GB of RAM and a 1.8GHz P4. All that in under 5 pounds of laptop-y joy.
Do I like it? You'd have to pry it from my cold, dead fingers to get it away from me. Or at least until work buys me a new one (which, unless the lure of a PowerBook becomes too great, will also be a ThinkPad).
I'm using a Dell 600M as well. Works great with FC2. My only concern is that I got it with the ATI Radeon M9 card... and it just seems there's overall less support in the linux gaming community for ATI. For instance... cedega (winex) has all kinds of posts and complaints about support for ATI, and whilte it's on their to-do list (which you can vote for)... there's no date set for when they're going to work on it. I upgraded from an Inspiron 8000 which I had running FC1... but it had an nVidia video card and there just seemed to be less work involved in gaming. So if you had the choice, I'd go with the nVidia card, even though I really do like ATI. But just my opinion and if you don't game alot...
Everything else works nicely... including the ipw2100 card.
