Yes, on AMD64 and as well on Intel's EMT64 you can run 32bit applications and use 32bit libraries. This is why the x86_64 arch of Fedora Core ships x86_64 and i386 packages.

Yes. x86_64 can run native 32bit applications out of the box. (My x86/64 FC4 runs 32bit OpenOffice, 32bit media player and... computer games :))
