Looking at setting up several fedora workstations. Is it better to use a CM tools to put all the xxx.repo files in /etc/yum.repos.d/ or use various repo install rpms, ( rpmfusion, playonlinux, etc)

"better" is subjective. I install the "X-release" package in my images (via kickstart), and list it as a required package in my configuration management tools, personally.
