It seems that fc36 tries to run a dnf update automatically when the machine goes to shutdown.
If I am correct, how can I avoid it?

That's not quite correct. Gnome Software (or PackageKit) by default downloads updates in the background. If there are some updates available and ready, it will offer to install them at shutdown or reboot. If you don't want that to happen, then uncheck the box before clicking the final confirmation.
