The default KDM theme in Fedora doesn't offer a user list, AFAIK.
You can install the kdm-themes package and switch to a different theme (from systemsettings -> Login -> theme) that offers this functionality.

Editing the /etc/kde/kdm/kdmrc file suggests that setting UserList=true would do the job. But, I failed to see it working.
However, UserCompletion=true does seem to work....so maybe that is good enough?

FWIW, "system settings" "login screen" "users" has tick boxes for "Show list" and "Autocompletion". Maybe a bit easier than editing kdmrc.
