I would like to know if there is anyone actively working on Fedora GIS Spin, if yes I would like to be a part of it.
If no I would like to takeover the follwoing and continue the development. I have been working on GIS projects (FOSS based) for the last four years. I have cople of friends with me, they are also interested on the same. I think we can release a spin for the coming release, F15.

Perhaps you can bring it up on the Spins list and also work within the Spins SIG to get all the things required to make a F15 release possible.
A spin that enables GIS end users, contributors to use Fedora would sure be nice to have.

I haven't heard anything from them in a while. It should be safe to work on it. (The ks file also isn't in the spin-kickstarts package.)

While bringing it up on the list can be useful for collaboration with people working on other spins, the future direction of the SIG is unknown. Some people are supposed to discuss that at the Tempe FUDCON.
Contacting the GIS SIG (http://fedoraproject.org/wiki/GIS) might also prove useful for you.
