qustion related to bootstrap

in bootstrap.py. there is a function named  '_addNetwork',
what is meaning of its params(vdcName, vdcPort), and what is the purpose of waitRouteRestore?

This file is obsolete in 3.2, please refer to overt-host-deploy[1], more specifically bridge plugin[2].

The name and port are the engine's application, to allow detecting the interface to create management bridge on using the route to engine, and to allow detecting when management bridge is able to communicate to engine.

In 3.3 this also obsoleted, as the management bridge is created post host-deploy using the engine.
