The NICs mostly specify a "virtio" device but this also occurs if you specify
something else. Both NICs use the same device type.
That is very strange, indeed.
Perhaps try changing udev_log to debug in /etc/udev/udev.conf and
reboot? Basically, we need to figure out exactly what is hanging
