> How powerful is collective link building on blogs and such? I just linked three references to Fedora on my blog and family website; I presume in and of themselves they won't impact that much, but would such a process make a difference if done on a larger scale?
No, getfedora.org is not the place where we want to make link exchanges.
Also, @mattdm is right, getfedora.org is not a replacement of fedoraproject.org, we did that with a specific target. It's a brochure website and not a Fedora news website.
We can try to optimize SEO a bit, but not with artificial content which has nothing to do with the main purpose of getfedora.org.
Not sure what @duffy wants to add here.

Also we can increase update interval.
For example https://getfedora.org rarely updated. If the page's content updated regularly, it's ranking improved.
I suggest to include/add one or two Fedora related news, latest posts from FedoraPlanet, Fedora magazine, community blog, latest tweet and etc. in the main page.
Or add some statistics about the FedoraProject.
Adding mentioned sections to the website, keeps website fresh and also doesn't need someone to manually update the website.
