We're working on making it *very easy* to get edit access to the Wiki.
We are doing this by having the CLA be a click-through that is done when creating the Wiki account. This has long been approved by The Right People, we are just waiting for Moin 1.6 to ship. It includes the ability to have text appear in the CreateAccount page that then does not appear in the UserPreferences.
Here is how Paulo has made it look so far:

I'm looking for a way to make the CLA text stand out from the page more. Make it more obvious that it is something special that needs to be read, not glanced over. I have a few ideas, but I'm very open to any suggestions:
* A light colored shading behind it * A thin border to make it pop from the page * A thicker border with shading to make it stand on top of the page * Graphics to make it look like a pirate's code written in blood * etc.
If you want to implement your idea in CSS, feel free to send it as a patch to the standard CSS (as used on publictest1). But if your idea is simple enough, we can probably figure it out ourselves. :)

Most probably not what you are looking for, but you could make the notice a warning, or/and put a bold title in the notice. For some examples, see:

I think that the message box should be enough, by adding borders and/or shades around might crowd up the page, and I don't think they fit with the design.
My thoughts are:
* The notice at the top of the page should be changed to one of the messages from Dimitri's page: "||<tableclass="message warning2"> Message ||" since it has a soft redish/pink which is easy and more noticeable to the eye. * The following line:"You and the Project hereby accept and agree to the following terms and conditions:" should be bold which itself standing out would get the user to read on.

This brings up an interesting point I wanted to address with Dimitris.
First, I'm don't like to use an admonition for a different intention. That is, if we use the "warning" admonition style, we want it to be an actual warning. This is a "note".
What I wanted to address was the slight repetitive nature of "warning" and "bigger warning" and the other admonitions missing. In DocBook XML, we use a set that is fairly standard for technical content across industries: note, tip, caution, important, warning.

Those are in order of alarm, and usage can be described like this:
"Note: There is a cliff around the bend ahead."
"Tip: Don't stand by the edge of a cliff if you don't want to fall off."
"Caution: Cliff edges are slippery."
"Important: You are standing too close to the edge of the cliff."
"Warning: You are falling off the cliff, prepare for impact."
