I think a simple way to do this is to make a variant on the CSS for the site. You do this by downloading the current CSS, tweaking it to look the way you want, then posting the URL for others to review.
Anyone who wants to review then goes to http://fedoraproject.org/wiki/UserPreferences and chooses to use the custom CSS.
