thieves have attached a fraudulent web site to the back end of yours for 
the purpose of stealing people's paypal details.

I assume you are referring to a test page like the one shown in
http://fedoraproject.org/w/uploads/8/86/ServerTestPage_httpd_test_page.png.

That is a test page included with our operating system - we don't
actually control the site in question.  For more information, please
refer to http://fedoraproject.org/wiki/ServerTestPage

To report the site, we recommend that you contact the abuse@ address of
the domain with the fraudulent site.
