Confirmed....

It DOES navigate IF you use the 32 Bit  Download 'Green' button but NOT
if you click on link from the 'Other Downloads'  section. paths are same
however, Thinking it's a permissions issue on that 'Other Downloads'
section (.htaccess maybe? )

No not at all. This is a mirror issue. Download links are managed by mirror
manager, so please let us know which mirror gives you a 404 so we can
advise them.

Upon further look  the 'Other Downloads'  is using a mirror (namely  for
me at least mirror.princeton.edu)  we may need to consult  $admin of the
mirror or  check with infra folks for a mirror manager checkup.
