KDE still an official spin?

I was editing the Spins Custom page and I notice that KDE was listed as an
official spin of Fedora is still the case or is it not a custom spin?

All Spins are official ones.  There is no such thing as "Custom Spins". 
If you do not have the approval of the Fedora Board, it is called a
Fedora Remix.
