The above site is a phishing site and the owner is sending scam emails to people. (I got one. Thank for for firefox.) Anyway, I hope you'll boot these folks. They're trying to get people's credit card info by posing as a bank.

I assume that you're referring to the page at http://www.atsiks.com/ here.
That is a test page included with our operating system; we don't actually control the site in question. For more information, please refer to http://fedoraproject.org/wiki/ServerTestPage.
In the future, it might be better to contact their ISP's abuse address, which can be obtained through a whois lookup of their domain.

I am a list admin but I don't bother with the administrative mails. Whatever works for the folks here is ok with me but I really would prefer we have a standard policy across mailing lists.

I don't see why we need to limit ourselves to using the same settings as other Fedora lists when there is a perfectly valid reason that making this change would benefit the list. As we've seen in the past, it's a pain having to remember to CC the original sender on webmaster@fp.o emails (which are usually from non-list subscribers).
The only visible change to list subscribers would be: * You would no longer need to CC the original sender in webmaster@fp.o emails :) or manually change the recipient when you want to reply to somebody off-list. * You must remember to Reply to All on list messages (this is already a standard requirement on default configured Mailman lists, I believe).

"Where are replies to list messages directed? Poster is strongly recommended for most mailing lists."

That depends on the change. A difference in reply to settings can throw off people and making them send to the list instead of in private or vice versa. Since I am subscribed to nearly all of the Fedora lists, that's important to me. Your proposal is fine by me if I understand it correctly.
