For those playing along at home... the email didn't go through since his
email alias wasn't enabled (he had only signed the CLA).

The account appeared to be a spam account anyway, and it can't possibly
have a valid CLA:
  < ianweller> .fas carlson23
  < zodbot> ianweller: carlson23 'James Carlson' 
(note the difference between the name and the email...)

spot invalidated it just a few minutes ago.
